Alexandria Little League Junior
Division Local Rules
The following rule changes apply to the Alexandria Little League, Junior Division. They are effective as of 5/10/08 as approved by the ALL Board. Except for these changes, play will be governed by the "Official Regulations and Playing Rules" as published by Little League Baseball.
1) Games may be started and/or continued
with eight (8) players on a team. An
out will NOT be recorded when the ninth batting position is reached in the
line-up if a team is playing with only eight (8) players.
If a team playing with 8 has a player arrive late, that player
shall be inserted into the lineup immediately and shall bat in the open
position in the batting order the next time that position is reached, even if
the player has not played in the field.
This is a modification of rules 4.16 and 4.17.
2) A courtesy runner may be used for
the catcher when there are 2 outs.
A player who has not appeared in the batting order shall be used. After
all players have appeared in the batting order, the courtesy runner will be the player, not currently on base, whose next turn
in the batting order will come latest in the lineup. Modification of rule 3.04.

3) No new inning may begin more than 2 hours and 10 minutes after
the start of the game. The game
will end when the visiting team completes its half of the inning if the home
team is ahead, when the home team completes its half of the inning if the
visiting team is ahead or the game is tied, or when the home team scores the
winning run. This is a modification of rules 4.10(a) and 4.11 (a), (b), (c). No
game may exceed 2 hours and 20 minutes when another game is to follow and 2
hours and 30 minutes when there is no game following. If the game has not completed the required innings
to be a regulation game, and there is no game following, no city curfew or
other circumstances except the imposition of the 2 hour and 30 minutes drop
dead rule, ALL encourages the umpire –in-chief for such game to confer
with the team managers, and to use his discretion and judgment, to allow the
game to continue to be played until it is a regulation game under Little League
rules (5 innings or 4 and 1/2 innings if the home team holds the lead) and no
later. If the time limit is reached and the
game is called during an incomplete inning follow rule 4.11 (d).
4) With rain delays, the game continues to
regulation. The game clock will run through rain delays and we will observe the
drop dead rule in (3) above. If
the game does not get to regulation in that time it will be rescheduled and
resumed at the point where halted.
5) No slaughter rule. Rule 4.10 e 2 The local league may adopt the option of not utilizing this (slaughter) rule.
6) A pool will be established of
players from ALL junior teams who would be interested in being a substitute
player for another team. A manager
who will have less than nine players for a game, may select a player or players
from the pool to use in a game. A
player or players selected from the pool can not be used a pitcher. Minimum playing rules – 2 innings
on defense and 1 at bat must be observed.
7) Pitch counts as required by Little League rules (Regulation
VI Pitchers) will be maintained by home teamÕs scorekeeper for both the home
and visiting team.
