Spring 2008 Local Rules

Unless otherwise noted below in the local rules, the Little League Official Regulations and Playing Rules for 2008 will be used.

(As of April 1, 2008)

Time Limits:

Teams will be prepared to commence play at the scheduled game time.

All games will stop after two (2) hours if the game has reached regulation requirements under 4.10.  If the game is in the middle of an inning after 2 hours, the game will continue until the inning is completed.  If, after completing the inning, the game meets regulation requirements under 4.10(c), then the game is over: 

If a game is not regulation, the game will continue until it is regulation.  All games shall Òdrop deadÓ at 2 hours and 30 minutes. 

If a game does not reach regulation at the Òdrop deadÓ time and a game follows, it shall be suspended and rescheduled.  EXCEPTION: If no game follows, play may continue until it reaches regulation requirements under 4.10 (c). 

If a game is rescheduled to be continued, the continuation game will commence from the time of suspension of the suspended game and will be played to regulation requirements consistent with rule 4.10.  The time limits will apply cumulatively, that is the game clock in the continuation game will start where it left off in the suspended game.  If the suspended game has reached the 2 hour no new inning rule or the 2.5 drop dead rule, the continuation game will continue until 4 innings (3.5 innings if the home team has the lead) have been completed.

If, at the end of the time limits described above, a game reaches regulation but ends in tie, it shall be recorded as a tie.  However, if a game completes six (6) innings and is tied but time still remains under the time limit rules, play will continue until the time limit requirements are met.  If the score is still tied, it will be recorded as a tie. 

The game clock starts at the conclusion of the managers/umpire conference. Should a team be unable to field 8 players we will wait 10 minutes with the clock running. If after 10 minutes a team cannot put eight rostered players on the field, that team will lose as a forfeit. 

With rain delays, the game continues to regulation. The game clock will run through rain delays and we will observe the 2 1/2-hour drop dead rule. If the game does not get to regulation in that time then it will be rescheduled and resumed at the point where halted.

TEAM Rosters:

Teams at both the Majors and Minor AAA divisions may start and play a game with only eight (8) players in the line-up if nine (9) or more are not present at game time without penalty of forfeit.  Likewise, a team may continue to play, without penalty of forfeit, if the roster is reduced to eight (8) players during a game. 

However, no team may play with eight players if a ninth player is available to play.

An out will NOT be recorded when the ninth batting position is reached in the line-up if a team is playing with only eight (8) players. 

Forfeits:

In the event of a forfeit of any game due to a team having insufficient numbers of players at any time, the forfeit is automatic and is not referred to the Board pursuant to LL Rule 4:16.

Pitching:

The Little League pitching rules defined in Regulation VI are in effect for both Majors and Minor AAA. 

Slaughter Rule:

Minor AAA - - Slaughter rule is in effect, i.e., if after four innings (or three and one-half innings if the home team is ahead) one team has a lead of ten (10) runs or more, the game will be over and the leading team declared the winner.  If the visiting team has the lead of ten (10) runs or more, the home team must bat in its half of the inning.

Majors  - - Slaughter rule is NOT in effect.

Continuous Batting Order

Majors – No continuous batting order.

Minor AAA – Continuous batting order is in effect.

Courtesy Runners

Majors -- Courtesy runners are not allowed in Majors, however use of Special Pinch Runners as defined in Rule 7.14 may be used.

Minor AAA – Use of Special Pinch Runners (Rule 7.14) can not be used in conjunction with Continuous Batting Order.  However, a courtesy runner for the catcher on base may be used under the following conditions:

1)     There are two outs in the inning

2)     The courtesy runner must be the previous batter in the line-up who is not on base

In the event a runner is injured and must be removed from the game, the replacement runner will be decided by using rule number 2 above.

 

MAJORS DIVISION ONLY

Use of Temporary Replacement Players in Majors Division

Passed by Alexandria Little League Board of Directors March 8, 2001

In order to avoid forfeits, teams in the Majors Division may, on a game-by-game basis, call up replacement players from the Minor AAA Division under the circumstances and pursuant to the rules set forth below.

Circumstances Permitting Replacement Call Up: The Majors Division team must anticipate having fewer than nine players to be permitted to call up and use a replacement player.

Rules Controlling Replacement Call Up

A Replacement player must be an active player on a Minor AAA Division team who is a league age of at least 10.

For each Majors team, the Player Agent shall designate specific Minor AAA players eligible to be called up as replacement players for that Majors team. These players are not necessarily the same players that may be assigned as permanent replacements for that team. The Player Agent may modify this pool of temporary replacements at any time at his discretion.

The manager of a Majors Division team (or coach if the manager is unavailable), upon determining that his/her team will have seven (7) or eight (8) players able to attend a scheduled game, may call up one (1) (if only eight roster players are able to attend a scheduled game or (2) (if only seven roster players are able to attend a scheduled games) designated replacement players. The manager (or coach) must notify the Player Agent that he has opted to call up replacement players within 24 hours of the gameÕs completion. Majors Division teams may only call up players three (3) times during the regular season.

In selecting a replacement player, the manager shall seek to avoid selecting a replacement player who has a Minor AAA Division game on the same day, but in no event shall he select a player who has a game scheduled within two hours of the Majors Division game.

Replacement players must participate for a minimum of six defensive outs and bat at least one time as required for all players in Regulation 4(i) of the Little League Rules. Replacement players can play all positions except pitcher.

Spring 2006 Local Rules for Minors AA

 

 

Unless otherwise noted below in the local rules, the Little League Official Regulations and Playing Rules for 2006 as related to Minor League play will be used.

 

 

Equipment:

 

A RIF 5 ball shall be used.

 

 

Time Limits:

Teams will be prepared to commence play at the scheduled game time.

All games will stop after two (2) hours if the game has reached regulation requirements under 4.10.  If the game is in the middle of an inning after 2 hours, the game will continue until the inning is completed.  If, after completing the inning, the game meets regulation requirements under 4.10(c), then the game is over: 

If a game is not regulation, the game will continue until it is regulation.  All games shall Òdrop deadÓ at 2 hours and 30 minutes. 

If a game does not reach regulation at the Òdrop deadÓ time and a game follows, it shall be suspended and rescheduled.  EXCEPTION: If no game follows, play may continue until it reaches regulation requirements under 4.10 (c).

Roster:  Teams may start and play a game with only eight (8) players in the line-up if nine (9) or more are not present at game time without penalty of forfeit.  Likewise, a team may continue to play, without penalty of forfeit, if the roster is reduced to eight (8) players during a game. 

 

However, no team may play with eight players if a ninth player is available to play.

 

An out will NOT be recorded when the ninth batting position is reached in the line-up if a team is playing with only eight (8) players. 

 

Runs: In each inning, each team is allowed to score only five (5) runs or a sufficient number to tie the game, which ever is greater.

 

Slaughter Rule:  The Slaughter Rule is not in effect.

 

Playing Requirements:  Every player on a team roster will participate in each game for a minimum of six  (6) defensive outs.

 

No player shall play more than nine (9) defensive outs at the same position.

 

Batting: A continuous batting order shall be used.  Players arriving late shall be added to the bottom of the order.

 

Pitching:  A pitcher may not pitch more than three (3) innings in one game.  Any player that pitches at least one (1) inning (one pitch constitutes an inning pitched) must observe one (1) calendar day of rest.

 

Once a player has been removed as a pitcher, that player is not permitted to pitch again in the same game.

 

Substitution: Free substitution in the field is allowed without concern to the batting order.

 

Stealing: A runner may not steal home or run home on a passed ball or wild pitch, but a runner may advance to 2nd or 3rd on a steal, passed ball, or wild pitch; however, there shall be no advancement on overthrows from plays made on steals, wild pitches, passed balls, or throw-backs to the pitcher. Non-advancement would apply to all runners, not just to the runner stealing. This rule shall be interpreted to disallow a delayed steal. Another runner must be actively stealing (running toward) a base or he must return to his original base.

 

Courtesy Runner: A courtesy runner can be used after two (2) runners are out for any base runner who will be playing catcher in the next inning. The substitute runner shall be the last player to have made an out. No other substitute runners are allowed.
